>> i'm sydnie kohara. the u.s. sending airplanes to japan for americans who want to get out of the country. the fukushima nuclear complex in danger of a meltdown. let's go to charlie d'agata in japan. good morning, charlie. >> reporter: we are trying to make our way towards the quake zone. the japanese military has taken over control of the highways for humanitarian aid. we are going to try to get as close as we can. we're cutting through the mountains, you can see the snow, while trying to avoid at all costs getting near the nuclear power plant. reporter: military helicopters launched an all-out water assault on japan's crippled nuclear power plant in a desperate attempt to buy more time. crews are racing to finish a new power line that could restore crucial water pumps, the best options many experts say to cool dangerously hot reactor and prevent a nuclear meltdown. >> we believe that radiation levels are extremely high which could possibly impact the

ability to take corrective measures. >> reporter: the biggest worry is reactor 4. wednesday u.s. officials warned the unit no longer has water in its spent fuel pools, meaning the fuel rods are completely exposed, with nothing to prevent them from melting down. the u.s. is urging all americans to steer clear of the troubled plant. late last night, the state department said it would arrange charter flights to help u.s. citizens leave japan. today, tokyo's airport was packed with travelers like barbara, eager to get out. >> i'm concerned because i really don't know the situation about the radiation. it keeps changing. >> reporter: all americans living within 50 miles of the plant are also being encouraged to evacuate or stay indoor. that's 2.5 times as wide as the danger zone established by the japanese. president obama discussed the precautions the u.s. is taking in a phone call with japan's prime minister last night. he also vowed to do everything possible to help japan recover from its worst crisis since

world war ii. the u.s. military will begin flying some unmanned aerial surveillance planes high over the nuclear power plant to try to get a better idea of what's happening down below. live in yoshida, japan, i'm charlie d'agata, now back to you. >> charlie, this is sydnie in san francisco. can you tell us more about the evacuation plans for u.s. citizens? >> reporter: yes. as we understand it the state department will focus first on the families and dependents of diplomats and diplomatic personnel here. that's about 600 people. but they also say it's any u.s. citizen here, and if they are having difficulty getting a flight out of tokyo or other parts of japan them try to find charter jets for those american citizens, too. >> we asked you a question about your own safety. what are you doing now to protect yourself from this

radiation you and your crew? >> reporter: well, you know, the difficulty is we're trying to get as close as we can to the quake zone and although we are edging toward it, you wouldn't believe the route that we're take. as you can see, it's 8 feet of snow out there. we have come around the west side of japan through the mountains. we are trying to avoid at all costs getting anywhere near the nuclear power plant and as things stand, a lot of this has to do with wind. we are upwind from the plant where the prevailing winds are going from. as a matter of fact, this is where the u.s. military is starting to -- well, not consider. they are planning to run some of their aid into that area from the west to the east for the same reason that we're in the area, to try to avoid getting close to the power plant while still reaching the people who are hardest hit by the disaster. >> everybody -- a lot of people watching the wind now and

what's happening there. charlie, thanks very much, charlie d'agata joining us live from japan. thank you, charlie. meanwhile, united nations experts say traces of radiation could be detectable in southern california by late tomorrow. a plume of radiation is currently crossing the pact ocean but experts stress the radiation will be extremely diluted if any comes here to the west coast. and it's highly unlikely to cause any harm whatsoever. still the federal government has sent more radiation monitors to the west coast as a precaution. they are expected to be up and running by the end of the week. let's get a check of weather and traffic around the bay area on this st. patrick's day. and lawrence, i guess if you're, you know, heading out to enjoy the festivities today, you will have to take your umbrella with you. >> yeah. at least in the north bay. i think the rest of the bay area looking good. but you can see this weak system that slides into california. now it has embedded in it a couple of thunderstorms so we are keeping a close eye on that but most of the energy is going

to be moving north of the golden gate bridge. the rest of the bay area should be mostly dry. temperatures much cooler outside though this morning if you are heading out. we have 30s and 40s to start out the day. i think as we head toward the afternoon we'll call it partly cloudy around the bay area with a chance of showers through the north around the rest of the bay area, temperatures running in the 50s and also the 60s. let get a traffic check from elizabeth. >> all right. thank you, lawrence. let's go flying over the altamont pass. westbound 580 just really getting slow in livermore due to that problem right there. westbound 5 80 around north first street. this accident, three to four cars involved. we got a call from don from the kcbs phone force saying the left lane is blocked due to a crash there. drive time increasing to 16 minutes on westbound 580 out of the altamont pass. you can see those brake lights now extend beyond vasco road. all right, that's your opinion traffic.

back to you. >> thank you. police are searching for a gunman who shot a man execution- style outside a mcdonald's in san jose. don knapp with more on surveillance video that's just surfaced. >> reporter: we are on south bascomb avenue just a little south of 280 and next to the valley medical center, which plays a role in this story. the building behind me, of course, the mcdonald's restaurant where the shooting happened. the person who did the shooting apparently not concerned about who might have seen him. the man who was shot in valley medical this morning, on life support. and, of course, police are looking for the person. they are getting a little help from a video surveillance camera next door. let's look at the video provided to us. at the top of the screen, you will see the shooter on the run. as you watch, you can see a woman apparently reacting to the shot and turning around. a moment later the suspect runs by wearing a dark hooded sweatshirt and holding a gun. the video was provided by paul grewal, who owns liberty tax

service next door to the crime scene. he released the video to cbs 5 because, he said, it was the right thing to do. >> we catch the person that done this, harm to the young man that got shot, hope they catch him and hope it didn't happen again. >> guy that shot him just kept walking down the sidewalk, real calm. and i seen him tucking the gun back away or whatever he had. i couldn't see what it was. >> the shooting happened as a lunchtime crowd was in the restaurant. san jose police say apparently, the shooter walked right up to the victim and shot execution- style. paramedics did arrive on the scene fairly quickly and the person was taken to a hospital fairly quickly because she medical center is across the street from the mcdonald's. the person is still alive on life support this morning. police are looking for the suspect and, of course, they now have that video to help them. frank? >> okay, don knapp life in san

big storm off the coast generating high surf. the advisory continued along the coastline, swells 13 to 16 feet. that continues until 11 p.m. tomorrow. that surf part of this story. how did a widely respected surfer from hawaii end up drowning at mavericks? anne makovec tells us that's what fellow surfers are asking after last night's deadly incident. she joins us now live. anne. >> reporter: the surfing community online is all abuzz about this morning as the man who died at mavericks yesterday was a very well known surfer. the sea conditions though are rough. you can see here in pacifica where there is a high surf advisory in effect until tomorrow night. it's looking rough, no huge waves at this point, the potential is certainly there and the waves large last night

at mavericks. sion milosky died last night. he was 35 years old. he lived in kauai, hawaii and here's some video from his website. one of his very well known moments in the surfing community. he drowned last night, though, after being held down by two waves at around 6:30. his body was found a little later at the mouth of the half moon bay harbor. he was unconscious and he was not breathing at that time. and he was pronounced dead at the hospital soon after. taking a look at that surf spot, though, you probably heard of it mavericks. the faces can measure up to 60 feet. last night we have heard they were up to 30 feet. the conditions, though, were sloppy, which is making things a little more difficult. one of the most powerful breaks in the world near pillar point harbor outside of half moon bay. and milosky apparently died when the lift of the waves collapsed on him. this is not the first serious incident we have had in 2011 at

mavericks n january a surfer was seriously injured. you can see him in that circle and then his board coming up over the 25-foot wave. jake trette from orange county was slammed by two more waves and knocked unconscious in january 2011. he ended up in a coma. he woke up and ended up returning to surfing again. the only other known death at mavericks was 1994. that man, mark foo. milosky is survived by his wife and two children, also hawaii residents. it is 6:13. a serious threat leveled against pg&e. the hefty penalty for not turning over crucial pipeline documents. [ chanting ] >> and some uc students making sure their voices are heard. how much the college system could lose under state budget cuts.

let's look at some of today's top stories. japanese officials aren't sure if the helicopter flights to dump water on an overheated nuclear reactor are working so they have grounded them for now. meanwhile, the u.s. is sending charter planes to japan for americans-- for americans who want to leave the country. police are looking for a suspect after a man was shot in the head outside mcdonald's in san jose. the victim was rushed to valley medicine center across the street from the scene of the crime. police this morning say that man is on life support. and right now, a stretch of highway 1 near big sur is shut down because of that, and it could be months before it reopens. a 30-foot chunk of the highway fell down a cliff yesterday. the apparent cause? steady erosion from rain and waves. no one was injured. and that starts to get to be more of a concern late in the rain season especially after the ground is already saturated. we'll see a brief break in most of the bay area today, mostly clear skies inside the bay and

along the coastline. couple of patches of fog inland. and there is still a chance of some showers to our north. we are seeing some of that activity trying to move on right now. by the afternoon, we'll call it partly cloudy around most of the bay area. chance of showers continuing into the north bay. and it looks like the temperatures running up into the 50s and 60s. high surf advisory continuing out toward the coastline. so we are kind of in between systems one right here, this one just beginning to drop down. but embedded in this one we have seen lightning activity sliding into parts of the north bay but the rest of the bay area lookin good. mostly dry except the north bay. another system dropping in for friday, it will be wet and windy, a lot of rain, gusty winds, the possibility of some isolated thunderstorms, even some snow across our mountains. temperatures running up into the 50s and 60s this afternoon on this st. patrick's day looking good in parts of the south bay, east bay how about dublin headed there today? looking at a little sunshine, couple of clouds moving on by

about 62 degrees. and about 59 degrees in richmond. toward the north bay, you will see a few more clouds and chance of a few showers and looking out over the next few days a return to some rain around the bay area, especially for tomorrow. going to be wet, showers likely to continue into saturday. more rain as we move into sunday and monday. more scattered showers next tuesday and wednesday. time now for a traffic check with elizabeth. >> thank you, lawrence. we are going to go flying once again over westbound 580. this is the second straight day where we have seen an accident in livermore backing up the ride coming out of the altamont pass. the accident is right here and you can see a long line of brake lights, unfortunately. it's westbound 580 right before north first street. once you get past the accident, where the left lane is blocked, speeds improve closer to the dublin interchange. drive time now 19 minutes. again, emergency crews are on scene, we are told, still blocking the left lane of the injury crash so it's taking while to clear.

westbound 580, 19 minutes from altamont pass to the dublin interchange. past livermore speeds improve and green on our sensors from 680 to dublin. here's a live look at the san mateo bridge, still looks great in the commute direction. had an earlier stall. nicole with the kcbs phone force first alerted us to that. that is now cleared. so now we're free-flowing in either direction across the span. bay bridge at last check, still no metering lights. so we are looking good here, as well. right now no delay heading into san francisco. pretty clear trip all the way across the upper deck from the incline out towards the "s" curve. 880 through oakland, nice ride here as well some overnight roadwork wrapped up so we're good to go now in all lanes past the coliseum. these taillights that is northbound traffic heading up towards downtown oakland. and mass transit is all on time, as well. remember our radio partners, kcbs 740-am and 106.9-fm. back to you. >> thank you. 6:20. more protestors expected today when the uc regents meet for

the third and final time. [ chanting ] >> uc students and staff rallied across california yesterday. they are demanding regents not balance the budget at their expense. administrators said the 10- campus system should be prepared to lose between $500 million and $1 billion in public support. it currently gets $3 billion in state funding annually. state budget cuts could mean yet another tuition hike for those students. and the state is threatening to fine pg&e $1 million a day for failing to turn over key safety records by tuesday's deadline. in the wake of the san bruno explosion, the puc asked the company to supply the documents that prove its gas pressure levels are indeed safe. a spokesman suggests pg&e made a deliberate decision not to comply. he said that they relied far too much on showing historical pressure levels instead of supplying pressure tests on engineering work at the time.

a hearing is set this morning, for the upcoming personally trial against former san francisco giant barry bonds. he is accused of lying to a federal grand jury by saying he never took performance- enhancing drugs. prosecutors are trying to get into evidence some voicemails that bonds left for a former mistress. in one, he says, kim, i'm starting to get very upset, very upset, where are you? now, prosecutors say these and other messages will demonstrate how steroid use affected bonds' behavior. the trial is scheduled to begin monday in san francisco. well, it's that time of year, march madness getting into full swing. a little less than three hours from now, i think we're all ready, 64 of college basketball's best teams are going to compete over the next couple of weeks in the annual tournament. and, of course, we have live coverage right here on cbs 5 that begins at 9:00 this morning. and we're going to have more games until about 2 p.m. the cbs evening news will run at 3:30 today.

chance of some showers to parts of the north bay. the rest of the bay area looking okay. after that, though, things change into friday. here's a storm brewing out here. that will bring with it some heavier rainfall, some gusty winds, maybe some lightning and even some snow, too, across some of the peaks. more on that coming up in just a bit. right now a check on traffic with elizabeth. >> thank you, lawrence. just got off the phone with chp a couple of minutes ago. they re-opened all lanes of westbound 580 before north first street where there was an injury crash. sounds like there is still some activity, everything is in the center divide. unfortunately, as we say in the traffic circles, the damage has been done. speeds 7 miles, 10 miles per hour approaching the accident scene. this is the second day of huge chase in coming out of the altamont pass. worse today than yesterday, half hour from the altamont pass to 680 and the dublin interchange. they just re-opened all lanes. back to you. >> thank you. in san jose this morning,

the search for a gunman who shot a man execution-style right in front of people eating burgers and fries. let's go to don knapp at the mcdonald's where it happened with an exclusive look at some surveillance video that may help police capture this man. don, good morning to you. >> reporter: good morning. that certainly is the hope. we are standing across the street from the mcdonald's where this happened outside. we are on south bascomb a little south of 280. now, apparently, the shooter didn't care who saw him. he walked up to this person and fired from behind and then calmly walked away during a lunch hour when a lot of people were at the restaurant. but next door to the restaurant, there is a building with a surveillance video and there was a videotape made. let's take a look at that videotape to see what we see. you will see the shooter on the run. a woman apparently is reacting to the shot and turning around. a moment later the suspect runs

help. >> thank you, don knapp in san jose. japan's military helicopters have quit dropping sea water on a nuclear reactor in danger of a meltdown there. they suspended the flights so they can evaluate the success of the unusual effort. they are also using high pressure hoses to pour water on the cooling pool right now. japan denies claims by u.s. officials that the spent fuel pool at a damaged reactor has run dry. >> we believe that radiation levels are extremely high which could possibly impact the ability to take corrective measures. >> americans within a 50-mile radius of the plant are urged to get further away but japan is keeping its danger zone at only 12 miles. united nations experts say traces of the radiation could be detectable in southern california by late tomorrow. a plume of radiation is currently crossing the pacific ocean but experts stress the radiation will be extremely diluted if and when it hits the

west coast. and it's highly unlikely to cause any harm. still, the federal government has sent more radiation monitors to the west coast as a precaution. 6:35. let's go back to lawrence and elizabeth, find out what's happening with our forecast and our traffic. a lot of people heading out the door maybe a little bit earlier so they can start their st. patrick's day festivities a little earlier. >> yup. and i think it's good to start you out early on, although we are seeing this band of moisture that's starting to encroach on parts of the north bay. that will bring with it a chance of some showers north of the golden gate bridge. but there's not a lot of moisture with this one so it's going to slide by and the rest of the bay area really just some partly cloudy skies. it's much cooler this morning than yesterday. we had mostly cloudy skies, numbers outside right now running in the 30s and 40s and right now it's mostly clear into the bay and also out toward the coastline. as we head toward the afternoon, temperatures are going tosh warming up into the 50s and 60s -- going to be warming up into the 50s and 60s, slight chance of showers in the north, everybody else

partly cloudy. elizabeth has traffic. >> thank you. towards the bay bridge toll plaza, they finally went ahead and turned the metering lights on. they turned them on about 10 minutes later than typical. so we are starting to see some backup. nothing too bad. just in fastrak lanes. looks okay, looks backed up just beyond the west grand overcrossing. this accident here all lanes once again re-opened westbound 580 before north first street in livermore. unfortunately, for a second straight day, we are still seeing pretty good sized backups with this. half hour drive time right now coming out of the altamont pass. yeah, jammed solid pretty much through beyond livermore now. that is your traffic. back to you. >> thank you. right now, parts of highway 1 shut down on the big sur coast. >> take a look at this. a chunk of the highway sliding into the ocean. it's about 30 feet of the road. it crumpled down the cliff south of hurricane point yesterday. whoo! can you imagine driving and seeing that? >> no. >> the drivers were forced to leave their cars and walk to

safety. there hasn't been a ton of rain in the area recently but all signs point to steady erosion from waves and rain. it will be months before it's fixed. >> an award winning surfer is dead today after he fell while riding the waves at mavericks near half moon bay. as anne makovec tells us now, fellow surfers are asking how this could happen to such an experienced competitor. good morning. >> reporter: the surfer died south of where i'm standing but there is a high surf advisory this morning up and down the coast of california. you can see the sea is definitely rough this morning. we haven't seen any huge waves come up over this seawall into pacifica, but it certainly has been churning out there. here's the picture of the man who died last night. really a well-known surfer in that community, sion milosky, he was 35 years old, lived in kauai, hawaii. and he drowned after being held down by two waves last night.

here's some video of one of his finer moments from his website. he has been a life-long surfer. but he did die last night at around 6:30 or 7:00. his body was found at the half moon bay harbor mouth after being taken down and drowned by those two waves. he was unconscious when he was found. nobody was able to revive him. he died at the hospital -- or at least was pronounced dead at the hospital. he was, though, as i said, well known. north shore underground surfer of the year, and here is where he passed away. mavericks, a well-known surf spot all around the world really, waves can get up to 60 feet high. last night, we are told that they were measures 30 feet. but the conditions were sloppy, making things more difficult. one of the most powerful breaks in the world. now, this is the second serious incident we have had at mavericks already this year. back in january, a surfer was

weather, we may find it in parts of the bay area, but we have some showers trying to sneak into the north bay. right now you can see this band clipping parts of the north bay at this hour. embedded in the system we have seen a couple of lightning strikes, nothing over the last half hour or so but going to keep a close eye. just stay dry. east and south bay and central bay looking good. mostly clear to begin with temperatures much cooler than yesterday. 30s and 40s right now. by the afternoon, 50s and 60s. some sunshine, and a mix of sun and clouds, chance of showers north. otherwise partly cloudy skies, watch out for that high surf out along the coastline. those waves 13 to 16 feet. one front moving by and this next one sliding in, not a lot of moisture with it, holding on to clip parts of the north bay but mostly dry around the bay area. the exception to our north. after that, things are going to change. i think as we look in toward friday, it's going to be very wet friday outside. picking up throughout the day,

it will be windy. the rain will be heavy at times as we head through the middle of the day. temperatures running up into the 50s and 60s in the south bay. east bay numbers latest going to be expecting a little sunshine and clouds moving on through. and temperatures very similar in the 50s and 60s. maybe a little cooler in parts of the north bay, a few more clouds there, that chance of showers in the direction as well if you are headed that way. so over the next few days, looks like things getting wet again towards friday. some winds, some rain, and even the possibility of a few thunderstorms couple of scattered showers into saturday, more rain expected sunday and monday. time for traffic now with elizabeth. >> if you are a bart rider we just got a phone to bart central. new delays to report. this is going towards the east bay. so the bulk of commuters is not heading this direction. but there are mechanical issues, earlier mechanical issues so now they are saying 15- to 20-minute delays from the 24th street mission station towards the east bay. trains heading into san francisco, they are all on time as well as ace, muni metro and

with kcbs and cbsmoneywatch.com. jason, good morning. boy, what pay difference a day makes. >> reporter: good morning, sydnie. good morning, frank. it has been just an absolutely rough week on wall street all because of the nuclear crisis in japan. the dow lost 280 points on tuesday and wednesday but we are gaining some back today because of hopes that perhaps the sea water dropping operation on the fukushima plant will help cool down the reactors. and we are also getting positive news on the domestic economic front. weekly jobs claims fell 16,000 last week to 385,000. and the four-week average was just a little bit higher at 386,000. the lowest it's been in almost three years. that average shows that we are seeing hiring take place in the economy, absolutely key and it is a lag behind other economic indicators. but we are also paying more for things. the consumer price index rose last month by a .5%. that was its biggest gain in a

year and a half. blame pump prices for that gas cost, 4.7% more last month. food costs were also up but not nearly as much as they were on the wholesale side. that shows that grocers are eating a lot of their cost increase so not to scare off consumers with high gas prices and other things. >> apple rebounding got a rare analyst downgrade yesterday that sent its stock plummetting, lost about $14 billion in value. of course, apple worth tons of money. but its stock is back up this morning 2.5%. overall the markets are doing better. right now the dow is gaining 114 points, nasdaq up 28, frank and sydnie, the s&p higher by 14 points right now. >> thank you, jason brooks with kcbs and cbsmoneywatch.com. san jose's redevelopment agency has settled a $63 million lawsuit filed against it by santa clara county. >> kcbs radio's matt bigler joins us now from san jose to

explain what the city has given up and he joins us now live. hey, good morning. >> reporter: good morning. well, let me give you a little background on this lawsuit before we launch into what the agreement is. this is all about redevelopment agencies. the state has been talking about stripping redevelopment agencies in cities across the state o their tax dollars. san jose tried to set up a special fund to protect it from the state. after that the county stepped in and said, whoa! wait a minute. you guys owe us about $62 million out of that redevelopment fund, that's why they mild lawsuit. fast forward to yesterday afternoon -- that's why they filed a lawsuit. fast forward to yesterday afternoon, they reached an agreement, they worked in round- the-clock negotiations and reached an agreement and the supervisor, the president of the board of supervisors for santa clara county, dave cortes, told kcbs that avoiding

a lengthy legal battle was better for everybody. >> tying up people in a jury pool, we made executive decisions got it resolved in a way where everyone feels whole. >> reporter: let talk about this agreement. the first thing that was city is giving up is the old city hall building. it's been sitting vacant for years since they moved into the new city hall building and that's worth about $10, at least valued at $10 million. the rest of the money will be paid through a payment plan between the city and county. the city will pay the county about $26 million this year and then from 2014 to 2018 the city will be on a payment plan paying the county the rest of the money plus interest every year. that's the agreement that basically keeps all that tax dollars -- keeps all that tax money locally in santa clara county instead of transferring it to the state. that's the latest from here in san jose. back to you guys. >> thank you, matt bigler, kcbs

welcome back. 6:after the time. police are trying to track down a gunman who seriously wounded a man outside of a mcdonald's restaurant in san jose. don knapp with an exclusive look at surveillance video that

has surfaced joins us now live. don, good morning. >> reporter: good morning. this was a really brazen crime apparently happening in front of people at mcdonald's on south bascomb across the street from valley medical. the gunman walks up, shoots, people see it. a camera saw it. let look at the video provided to us by the surveillance camera. at the top of the screen the shooter on the run. a woman apparently reacting to the shot and turns around. a moment later is the us respect runs by wearing a dark hooded sweatshirt and holding a gun. now, seifert apparently not concerned who sees him. the crowd saw what happened. san jose police say the gunman walked up and shot at point- blank range in the back of the head. a witness told cbs 5 the gunman then walk away calmly from the scene. valley medical center this morning says he is on life support. back to you. >> thank you, don knapp in san
